IFTA vs. IRP: Fuel Tax Reporting and Apportioned Plates Explained

IFTA and IRP both involve interstate vehicle operations and mileage records, but they handle different responsibilities. Completing one does not complete the other.

Important: This guide is general information. Requirements can depend on the business, vehicle, jurisdiction, and current agency rules.

What IFTA handles

The International Fuel Tax Agreement provides a base-jurisdiction system for reporting fuel use across member jurisdictions. For a licensed carrier, quarterly preparation uses distance and fuel information to calculate the return. Tax paid when buying fuel can affect the result, but buying fuel does not replace the reporting obligation.

Keep a separate folder for IFTA returns, mileage summaries, supporting fuel records, licenses, decals, and filing confirmations. A payment receipt alone does not show which return was accepted.

What IRP handles

The International Registration Plan addresses apportioned registration for qualifying vehicles operating in more than one member jurisdiction. It concerns vehicle registration and credentials rather than quarterly fuel-tax reconciliation. Your registration office determines the application information, reporting period, fees, and renewal requirements for your fleet.

Store registration applications, cab cards, plate information, and renewal notices where they can be found independently of the IFTA records. Confirm that the credentials match the correct vehicle.

Why the mileage totals need context

Both programs can require distance information, but their reporting periods and instructions are not interchangeable. Label each mileage report with its exact beginning and ending dates before sending it to a filing service.

A calendar-quarter spreadsheet should not automatically be reused as the mileage history for a registration renewal. Ask which period and vehicles the registration application requires.

Questions to ask before adding a truck

  • Which jurisdiction will administer each account?
  • Does the vehicle and planned operation qualify for each program?
  • Which lease or ownership documents are needed?
  • What operating dates and mileage periods should be reported?
  • Which credentials must be issued before the planned trip?

Keep the rest of compliance separate too

IFTA and IRP do not replace operating authority, insurance filings, UCR registration, or other applicable requirements. For an occasional interstate trip, ask the relevant agencies whether permits are appropriate rather than assuming a plate or decal covers every obligation. A written checklist helps keep these separate tasks from being overlooked.
