UCR Fleet Size: Which Vehicles Count Before You Register?

The number of trucks in the yard today is not always the right number for UCR. Review the counting rules and supporting period before selecting a fee bracket.

Important: This guide is general information. Requirements can depend on the business, vehicle, jurisdiction, and current agency rules.

Start with the UCR counting method

UCR registration fees for motor carriers depend on the applicable vehicle-count bracket. The handbook provides methods based on the reported fleet count or the preceding July-to-June period. Review the current instructions before choosing the method and number for your registration.

Begin with a complete equipment list, not an estimate from memory. Label the registration year and counting period at the top of your worksheet so another person can understand how you arrived at the total.

Separate power units, trailers, and leases

Trailers are not counted as separate vehicles for UCR. Owned and operated commercial motor vehicles, including qualifying leased units, need review under the counting rules. Lease duration and responsibility matter; a vehicle cannot be classified correctly from its plate number alone.

Keep signed leases and dates with the equipment list. If equipment moved between carriers, explain the arrangement to your preparer rather than dropping the truck from the list without support.

Do not assume every local truck can be excluded

The handbook allows certain adjustments but places conditions on them. In particular, IRP registration can affect whether a vehicle may be excluded as exclusively intrastate. Review the rule and required supporting records before claiming an exclusion.

If you are unsure, mark the vehicle for review. An undocumented smaller count is not a useful substitute for a clear explanation.

Prepare a fleet-count packet

  • Vehicle identification, unit numbers, and equipment type.
  • Ownership or lease information and relevant dates.
  • The USDOT fleet information used in the review.
  • Records supporting any claimed adjustment or exclusion.
  • The selected registration year, method, and final bracket.

Save the registration confirmation

After registration, save the receipt and fleet worksheet together. Distinguish the government registration amount from any third-party service charge. Use the current year's fee schedule rather than carrying forward an old dollar amount.

If your situation involves brokers, freight forwarders, leasing companies, or mixed operations, ask which category applies before using a carrier-only worksheet.
