BOC-3 Renewal Notices: Provider Fees vs. Government Filing Requirements

A renewal email should tell you who is charging you and what service you are renewing. Do not assume every BOC-3 notice is a government bill.

Important: This guide is general information. Requirements can depend on the business, vehicle, jurisdiction, and current agency rules.

Understand what the BOC-3 does

A BOC-3 designates agents for service of legal process. FMCSA requires the appropriate designations; a motor carrier works through a process agent to file. Keep a copy of the completed form with your company records.

Process-agent service is different from insurance, UCR, or a tax return. Before paying a notice, identify which service it concerns and which company issued it.

A provider renewal is not automatically a federal annual fee

Do not read a provider renewal notice as proof that FMCSA requires every carrier to pay an annual government BOC-3 renewal fee. Ongoing provider charges depend on the service agreement. Review the agreement for the covered service, billing frequency, cancellation terms, and support arrangements.

Ask for clarification if a notice describes a service fee as a government charge or does not explain the renewal period. You should be able to understand the charge without relying on a threatening subject line.

Verify before entering payment information

  • Compare the business name and USDOT or MC number with your records.
  • Check whether this is your existing provider or a new solicitation.
  • Review your last receipt and any automatic renewal arrangement.
  • Call a known telephone number if the email or payment link looks unfamiliar.
  • Request an explanation when more than one company claims to be your provider.

Avoid paying twice

If a renewal may already have been charged, ask the provider to reconcile the payment and subscription before submitting another payment. Give the transaction date, amount, and reference number, but never email a full card number.

When changing providers, ask how the transition and designation will be handled. FMCSA permits only one completed BOC-3 on file, so keep the new confirmation rather than assuming two paid accounts create extra coverage.

Keep a small renewal file

Save the service agreement, latest receipt, provider contact, renewal date, and filing copy together. That gives the next person handling your office work a clear explanation of the service and helps distinguish an actual account notice from marketing.
